Risk Management dept. in central banks

There is something that I'm aiming to get your views or thoughts about it.

I was in a discussion with a friend about roles and responsibilities of Risk Managements and how that its tasks undertaken internally within the organization itself.

I know that in central banks there are divisions/departments govern over financial sector (banking / insurance , etc..) and issue respective guidelines or policies to ensure their compliance with regulations.

The question is the following:
Is it a best practice if the Risk Management department in a central bank issues risk-related policies to be enforced on financial institutions?
